Colorado ranked 22nd in average retail electricity prices. The 2000 state average rate of $60.00/MWh was 11 percent below the national average retail rate. Colorado achieved these lower rates by depending upon very low cost coal units for over 81 percent of the state needs. With some coal units located near local coal reserves and other units within a modest rail haul, the average delivered coal costs were 21 percent below the national average. Being a low cost state, state deregulation activities are still in the initial study phases.
