Kentucky

 



Kentucky has the lowest retail electricity prices in the nation. The 2000 state average rate of $41.20/MWh was 39 percent below the national average retail rate. Kentucky power rates are very low because of high proportion of low cost coal generation and having no nuclear exposure. Being located in the coalfields, the coal units had delivered fuel costs of only $1.06/MMBtu or 15 percent below the national average. In 2000, 97 percent of in-state utility generation was from coal-fired stations, ranking it third only to West Virginia and Indiana in coal market share. With its low retail power costs, Kentucky utility deregulation activities are far behind most states.
