Massachusetts has the 8th highest retail electricity prices in the nation. The 2000 state average rate of $95.00/MWh was 28 percent above the national average retail rate. Massachusetts rates are high because of its large nuclear investment ($4.3 billion), very high portion of above market power purchase agreements and heavy dependence on high cost oil units to meet customer demand. Only 30 percent of in-state utility generation comes from lower cost coal-fired units. These coal units have relatively higher delivered costs ($1.67/MMBtu) because of their long distance from their fuel supplies.
