Minnesota has the 17th lowest retail electricity prices in the nation. The 2000 state average rate of $58.10/MWh was 13 percent below the national average retail rate. Minnesota power rates are relatively low because of high proportion of low cost coal generation and a more modest nuclear exposure ($1.4 billion). In 2000, 67 percent of in-state utility generation was from coal-fired stations. Minnesota low generating costs are partially offset by the higher distribution costs of feeding primarily rural areas. With its low generating costs, its utility deregulation activities are behind most states.
