in the nation. The 2000 state average rate of $55.00/MWh was 18 percent
below the national average retail rate. North Dakota power rates are
low because of their low cost coal (93 percent) and hydroelectric (7
percent) generation. Coal costs are delivered for nearly 40 percent
below the national average coal costs because the plants use local low
cost lignite.
