in the nation. The 2000 state average rate of $63.20/MWh was 6 percent
below the national average retail rate. South Dakota's relatively high
distribution costs are largely offset by their low cost coal (38 percent)
and hydroelectric (59 percent) generation. Coal costs are delivered
for nearly 26 percent below the national average coal costs because
their location near their low cost coal supplies.
