in the nation. The 2000 state average rate of $51.10/MWh was 24 percent
below the national average retail rate. West Virginia power rates reflect
use of low cost local coal (98 percent). West Virginia utilities are
a very short haul distance from the Central Appalachian coalmines providing
West Virginia stations a coal price advantage to all other Southeastern
and Mid Atlantic utilities.
